Take Action—UK Supports Morocco’s Autonomy Plan

Dear Supporter,

On 1 st June 2025, the UK government issued a joint communiqué that endorsed the Moroccan Autonomy Plan. In the communique Morocco made a commitment to provide more detail on what autonomy means in the context of self-determination for the Saharawis. Five months later no details have been given.

On October 31 st , the UN Security Council passed the resolution to extend the MINURSO peacekeeping mandate in Western Sahara for a year. The resolution calls for discussions based on Morocco’s Autonomy Proposal. Morocco’s proposal assumes Western Sahara is Moroccan sovereign territory.

Despite this the UK voted for the Security Council resolution.

The UK needs to go further in its support

This is a crucial moment to demand the UK government supports the Saharawi people and
increases its efforts to ensure a just and lasting resolution rooted in the Saharawi right to self-
determination.

The UK has stated its commitment to upholding international law.

The UK has stressed that any solution must be mutually agreed, and that they will continue to
support the UN and uphold the principle of self-determination.

Morocco continues with its policy of abusing Saharawi who support self-determination despite its
commitment on human rights in the communiqué and continues to be one of the worst violators of
human rights in the world.

The UK should use the upcoming 3 rd UK-Morocco Informal Dialogue on Human Rights to pressure
Morocco to comply with its stated commitments on human rights.

Take Action Now

You can take action to help the Saharawi people and push for vital change.

As a constituent, your MP has a direct responsibility to represent your concerns to the government.

Please write to your MP and ask them to write to Hamish Falconer MP, Under-Secretary of State,
FCDO. You can attach the WSC 2025 UNSC Briefing  in your communication to your MP.

By writing to your MP, you can express the need for international support, and demand the
following points. Use your own words if you can; make some of the points—but don’t try and
make them all. Concentrating on a few key demands will be more effective.

The UK should:

Promote a political, democratic way forward, by

● emphasising its support for the rule of international law
● maintaining a focus on self-determination, which is the legal right of the Saharawi people,
and calling for a date to be set for a free and fair referendum to be carried out in Western
Sahara with an option for independence
● demanding that Morocco provides more detail on what autonomy means in the context of
self-determination for the Saharawis
● demanding that Morocco engages in discussions without pre-conditions that exclude
independence from those discussions

Protect human rights in the upcoming Dialogue, by

● calling on Morocco to stop blocking visits to Western Sahara by UN High Commissioners, if
there is nothing to hide
● demanding Morocco ends the systematic campaign of repression and violence outlined by
UN officials

Prevent the illegal plunder of natural resources, by

● demanding an end to the illegal extraction of natural resources from Western Sahara,
without the consent of Polisario, the UN recognised representative of the indigenous
Saharawi.
